Iran fires medium-range missile in war game (AFP)

TEHRAN (AFP) ? Iran's elite Revolutionary Guards fired 14 missiles in an exercise Tuesday, one of them a medium-range weapon capable of striking Israel or US targets in the Gulf, state media said.

The Guards' aerospace commander, Brigadier General Amir Ali Hajizadeh, insisted Iran's missile programme posed no threat to European nations but was merely intended to provide defence against Israel and US forces in the Gulf.

"Today, on the second day of the exercise, we fired Zelzals (Quake), Shahabs (Meteors) 1 and 2, and the Ghadr (Power)," a medium-range missile which is a modified version of the Shahab-3, Hajizadeh told state television.

He said the missiles were not a threat to European nations.

"Iran's missiles have a maximum range of 2,000 kilometres (1,250 miles) and are designed to reach US targets in the region and the Zionist regime," the official IRNA news agency quoted him as saying.

"The Zionist regime is 1,200 kilometres away from Iran and we are able to target this regime with our 2,000 kilometre range missiles from Semnan and Damghan (in central Iran)," he said.

"We have the technology to build missiles with a longer range but we do not need them and we are not seeking to build such missiles."

Iran has said that its latest exercise is not aimed at any country but carries "a message of peace and friendship."

IRNA said the Guards fired nine Zelzals, two Shahab-1s, two Shahab-2s and a single medium-range Ghadr on the second day of their Great Prophet-6 exercise.

Iran unveiled the Ghadr, which has a range of 1,800 kilometres, following a successful test in September 2009.

The Zelzal is an unguided surface-to-surface missile with a maximum range of 400 kilometres.

The Shahab-1 and -2 have a range of 300 to 500 kilometres and are based on the Soviet-designed Scud.

On the first day of the exercise on Monday, the Guards unveiled an "underground missile silo" which they said was designed for launching their medium-range missiles, state television reported.

The broadcaster showed footage of a facility at an unknown location, containing a missile it identified as a Shahab-3.

"The technology to build these silos is completely indigenous," the state television website quoted the exercise's spokesman, Colonel Asghar Ghelich-Khani, as saying.

State television also showed a missile launch, without specifying its type or when the firing took place.

Iran's missile programme, which is under the control of the powerful Guards, along with its space projects, has been a mounting source of concern in the West.

Western governments fear Tehran is developing a ballistic capability to enable it to launch atomic warheads which they suspect Iran is seeking to develop under cover of its civil nuclear programme.

Tehran denies any such ambition.

China's Wen visits Britain amid release of rights activist (AFP)

LONDON (AFP) ? Chinese Premier Wen Jiabao toured Britain on Sunday and sought to strengthen trade links, as Bejing freed dissident activist Hu Jia in a move seen as defusing tensions over human rights.

Wen arrived in the central English city of Birmingham on Saturday on the second leg of an European mini-tour, while news emerged that Hu, one of China's most prominent prisoners of conscience, was to be released.

Hu, 37, was jailed on subversion charges in April 2008 after angering the ruling Communist Party through years of bold campaigning for civil rights, the environment and AIDS sufferers. His release followed that of outspoken Chinese artist Ai Weiwei last week.

On his first full day in Britain on Sunday, Wen launched the first new MG car to be made in 15 years, the MG6 model, hailing it as a potent symbol of friendship between London and Beijing.

The new MG6 will be assembled at the MG car plant in Longbridge, Birmingham, which is now owned by Shanghai Automotive Industry Corp (SAIC), China's largest automaker.

"The successful cooperation of the production of the MG6 and other MG vehicles is a symbol of the friendship between China and the UK," said Wen, speaking at Longbridge.

"The model can be summed up as designed in the UK, manufactured in China and assembled in the UK, thereby making the most of China's capital and markets, as well as the UK's technology and managerial expertise."

Outside the factory gates, several dozen protesters were gathered to demonstrate against the visit, including supporters of the Falungong spiritual movement, banned in China, and Free Tibet campaigners.

The British government's trade minister Stephen Green also attended the MG6 launch and described SAIC as a "pioneer for Chinese investors in the UK".

And Germany said it will press human rights issues at its first joint cabinet meeting with China later this week, including the conditions of Ai's release, Foreign Minister Guido Westerwelle said.

Strine confirmed as chief Delaware Chancery judge (Reuters)

WILMINGTON, Delaware (Reuters) ? Leo Strine was confirmed on Wednesday as the first new chief judge in 14 years on Delaware's Chancery Court, which has overseen some of the biggest corporate legal battles of the past 30 years.

The state's senate confirmed Strine to replace William Chandler, who retired on Friday, according to a senate spokeswoman.

Strine joined the bench in 1998 and has built a reputation as a quick thinker, whose rapid-fire courtroom exchanges with attorneys contrast with Chandler's quieter demeanor.

As chief judge, officially known as Chancellor, Strine will assign cases and administer the court.

"This won't be a problem transition," said William Quillen, an attorney with Drinker Biddle & Reath LLP and an author of a history of the court. "He's smarter than hell."

No one seems to doubt the application of law will remain constant under the new chancellor.

The Chancery Court decides disputes from the smallest property disagreements to matters involving trusts and wills. The court is best known for its handling of cases based on the state's corporate law, which governs more than half the large listed companies in the United States.

In recent years, the court has been the battleground for cases involving eBay Inc, Dow Chemical Co and Walt Disney Co.

The court is currently dealing with a surge in lawsuits challenging takeover deals.

One frequent critic of the court, law professor Jay Brown of the Sturm College of Law in Denver, said one of Strine's challenges might be sending a signal he would favor greater diversity on the court.

"He needs to address that if he wants to maintain the influence of the court," he said.

Strine's move to chancellor will open a vice chancellor seat, which is expected to be filled by Sam Glasscock, continuing the court's line up of five white male judges.

The state's supreme court, which handles appeals from Chancery, has one female judge, Carolyn Berger, who is also the only woman to have served on the Chancery Court.

"That's very unbalanced," said Brown, who also noted many of the judges come from the defense bar.

Brown said Strine could help change that in his role as the face of the court. He could send messages through the opinions he writes and in the speeches he often gives to convey that diversity is an important issue to be addressed, said Brown.

Strine did not return a message left with his office seeking a comment.

The history of the Chancery Court dates to 1792 and Quillen noted it had a role in one of the defining civil rights cases in U.S. history.

Brown v Board of Education of Topeka, in which the Supreme Court swept aside segregated schools, was a combination of four cases. Three were appeals against lower courts that upheld segregation and the fourth stemmed from a Chancery Court ruling that integrated Delaware's education system.
