Defining The Ideal Security Strategy | Business Computing World
Data security in both the public and private sector has received intense scrutiny in recent months with a rise in the number and severity of breaches. For example, the Information Commissioners Office (ICO) in the 11 months leading up to February 2012 received 467 reports of data security breaches by public sector bodies in the UK alone, with a further 263 cases in the private sector.
In 2012, the ICO has issued fines totalling more than ?700,000, including the first penalties ever given to an NHS body and a police force.
With stricter regulations governing data inevitably coming into force, the impact to any organisation of a serious data breach has never been greater. While the CIO is ultimately responsible for the outcome of any IT initiative, including the security programme, he can most directly enable his team to be successful by ensuring the security strategy of the company enables and complements the underlying business goals that must be met, which is no small task.
Part of the objective for the CIO and his Chief Security Officer (CSO) is to clearly define security processes so that all employees, from the boardroom down, understand the role that they must play to keep data secure. Additionally, the right technology is needed to meet organisational security goals and objectives, just as it is for any IT business initiative.
By closely aligning their security investment to reflect the rapidly changing business IT landscape, organisations will be able to more easily meet changing compliance obligations while reducing the risk that a business-impacting breach will occur.
Defining security processes
Security processes are the backbone of a good security strategy ? they give everything else structure. However, as the IT infrastructure and the way users interact with it become more complicated, so the processes can become unwieldy, outdated or even irrelevant.
Organisations must identify, define and validate existing processes as well as identify and create new processes that should exist. Thereafter, they are in position to automate processes as a way to more efficiently execute the security strategy.
By automating security processes for an organisation and removing unnecessary human intervention, errors can be reduced and resources are focused in the right areas. Such automation actually enables the CIO to more easily allocate resources to focus on enabling and securing new business initiatives such as a more cloud-centric thinking, greater mobility and so on.
The role of the CSO continues to manage response to insider attacks, threats to sensitive data or unauthorised changes to business-critical systems. In this way, the best elements of automation meet the experience and insight of CSOs to ensure that responses are consistent, speedy and appropriate and let his boss, the CIO, more effectively track business goals.
For example, an incident response processes built around Security and Information Event Management (SIEM) technology can more effectively incorporate anomaly detection, forensic analysis, identity context, reporting and will streamline and reduce the length of time to respond to events and mitigate their effects. This in turn gives the CIO greater confidence that business units are operating securely even as they execute on new IT plans.
Identifying the right technology
Vital to any underlying security strategy is the ability to provide employees with privileges based on their roles to enforce strong controls and ensure that all internal and external activity is monitored to provide visibility into any potential misuse of privileges and external attacks.

This also allows the CIO to, in turn, enable business owners (rather than IT managers to grant, certify and re-certify the access that has been given to users to meet compliance regulations.
This level of control is important because of the ever increasing complexity of interconnected systems and applications plus the vast number of employees and connected individuals who could be accessing resources, systems and applications at any given time, in a combination of physical, virtual or cloud environments.
CSOs need to assure that employees have appropriate access in order to support the business IT goals of the CIO and visibility & control, which are imperative when it comes to monitoring potentially risky behaviour company-wide.
When taking a deeper look at SIEM solutions, remember that they can do much more than simply monitor device and user activity. They are designed to help quickly identify security threats to an organisation and highlight potential breaches before significant damage is done. Through analysis of network event and log data in real-time, SIEM solutions can alert the security team to any potential security risks, data breaches and insider threats.
Crucially, when IAM and SIEM are deployed together, organisations can look at the full context of a user?s activity and evaluate user roles and privileges, adding a level of valuable insight to a security environment and laying the groundwork to more easily roll out new business-enabling technology ? a key capability for any CIO. SIEM solutions can also generate reports needed for public sector compliance purposes, saving time, effort and expense on the part of the CSO.
Playing it safe
While it might not be possible for organisations to eliminate the possibility of data loss completely, by implementing a comprehensive security strategy incorporating SIEM solutions, the CSO, and therefore the CIO, will be better able to keep sensitive data secure and provide reassurance to the executive leadership that their business goals are also meeting their security needs. This, alongside clear guidelines for staff on data protection will secure an organisation from any potential data breaches that can damage an organisation, whether they are in the public or private sector.
Finally, security-aware CIOs must also remember that while tools and technology are important, the needs to continue to invest in security education must also be kept firmly on the agenda. Threats and tactics change. Emerging trends such as ?Bring your own device?, cloud, and mobility complicate the way information is used and the awareness training of users must also stay current and relevant. Otherwise, the best monitoring tools in the world won?t help prevent the damaging, and sometimes painfully avoidable, breaches from continuing to happen.

La. official: Levee will be breached amid flooding
NEW ORLEANS (AP) ? A state official says the levee in southeast Louisiana's Isaac-flooded Plaquemines Parish will be breached to relieve pressure on it.
State Coastal Protection and Restoration Authority head Garret Graves says the levee won't be breached Wednesday because of weather conditions but it will happen as soon as they can get equipment to the site.
In hard-hit Plaquemines Parish, officials rescued dozens of people by boat after they became stranded by floodwaters. Flooding has plagued the area after Isaac sloshed ashore Tuesday evening as a Category 1 hurricane.

OBAMA NOT WATCHING
White House press secretary Jay Carney says President Barack Obama hasn't watched any Republican convention speeches because "he has other things to do." Obama's campaign staff, however, has apparently been watching closely.
Obama campaign spokeswoman Jen Psaki told reporters on Air Force One Wednesday that a theme invoked by many convention speakers was "built on a house of lies." She specifically cited what she said were distortions of Obama's "you didn't build that" comment and his positions on Medicare and welfare.
Psaki praised Ann Romney's speech, saying she did "a great job" in telling the public about her relationship with her husband.
"She gave a very powerful speech about her husband and their family and the strength of their bond," Psaki said.

Sony NEX 5R specs reportedly leaked ahead of tomorrow's launch
Sony Alpha Rumors is claiming to have a big pile of specs for what's presumed to be the NEX-5R, so with a fistful of sodium chloride at the ready, here goes. The site believes the new mirrorless ILC will pack a 16.1-megapixel APS-C sensor, low-light sensitivity up to 25,600 and the same tiltable three-inch screen we saw in the NEX-F3. It's also saying that we can expect to see 99-point phase-detection and 25 contrast autofocus points, with 1920 x 1080 HD video recording at 60p and a battery that'll take 400 pictures on a single charge. If those facts have gotten your purchasing-fingers twitchy, we'll be at Sony's press conference tomorrow to find out all the gory details.

Censorship: Navy SEAL Faces Charges for Writing Uncleared Book ...
This week, I shipped off to the U.S. State Department my fourth book for security review as required by nondisclosure rules binding on all active duty and retired government personnel who have held top secret security clearances. Taking an average of six months per review, my books will have sat a total of two years with the green eye-shaders in Washington. That's two years of not being published. Two years of royalties not flowing into my bank account.
So, why do I put up with this? Because I have to. The regs state:
Public speeches, writings and teaching materials on matters of "official concern" must be submitted to the appropriate office for review before publication or use. The purpose
of such review is to ensure that classified material and other material protected by law are not improperly disclosed.
An employee must not publish any public speaking, writing, or teaching
material on a matter of official concern until all classified material has been
deleted from the submitted material.
And, as with all USG employees who are granted a security clearance, I signed a nondisclosure agreement requiring me to submit all relevant writings for review prior to publication.
Former CIA ops officer "Ishmael Jones" (a pseudonym) and ex-State Department Foreign Service officer Peter Van Buren have been sanctioned for having violated the rules by publishing uncleared tell-all books.? A federal judge recently ordered Jones to remand all of his royalties to Uncle Sam. The State Department fired Van Buren.
Now there is the case of "Mark Owen," a SEAL Team 6 member who participated in the operation to kill Osama bin-Laden. Owen, (also a pseudonym) has written a book about the operation without first getting it cleared by the Defense Department. It is not clear why Owen chose to go this route. He states in the book that he wants "to set the record straight about one of the most important missions in U.S. military history. 'No Easy Day' is the story of 'the guys,' the human toll we pay, and the sacrifices we make to do this dirty job."
Reactions from Special Forces colleagues aren't positive. The unofficial Special Forces website sofrep.com asserts, "Word has it that {Owen} was given the boot from SEAL Team Six?s Red Squadron not long after the Bin Laden raid, possibly causing some bad blood. There is also speculation that {Owen} has come on some hard times financially leading him to chase a seven figure payday.? Don?t tell us the money is for charity because that doesn?t give you a free pass." One member adds, "members of SEAL Team 6 are extremely angry about this book and feel betrayed."
?For its part, Owen's publisher, Dutton, says, "for tactical, technical, and procedural information as well as information that could be considered classified by compilation" by a former "special operations attorney." In response, a Special Operations Command (SOCOM) spokesman said any such review by a non-USG attorney was "irrelevant."
Media reports almost all miss the point when discussing this case. The talking heads focus on whether or not Owen is spilling sensitive information. They conclude that, if not, then there should be no problem. That's completely wrong. The point is whether Owen violated his legal obligation to clear his writing, as the rest of us must. If so, he can expect to face the same kind of sanctions as have Jones,Van Buren and others before them.
What I find particularly troubling, legal issues aside, is why Owen chose to take the extraordinarily risky step of revealing his own identity, and possibly those of other Team 6 members, by publishing an uncleared book. His real name has been reported, though I, myself, will not reveal it here. A spokeswoman for the publisher said, "Personal security is the sole reason the book is being published under a pseudonym." Who are they kidding? After a few minutes of cyber-sleuthing, I ascertained Owen's address, photo, family relations and other tidbits. If I were an al-Qaeda operative, I'd have a good fix on how to find him. As one of the team members who helped dispatch bin-Laden, Owen is most certainly a wanted man among Islamist terrorist circles. His cavalier approach to his personal "OPSEC" defies common sense.
Owen will most assuredly face a protracted legal battle which will probably result in the royalties of his book being forfeited to the government -- notwithstanding that "the majority of the proceeds" from the book will be "donated to charities helping the families of killed SEALs."
So, why does one government official after another snub his nose at Uncle Sam and proceed with publishing uncleared books when the track record shows he will only bring down a world of hurt on himself? Only each individual can answer that.

Apple Inc. filed its patent infringement lawsuit in April 2011 and engaged legions of the country's highest-paid patent lawyers to demand $2.5 billion from its top smartphone competitor. Samsung Electronics Co. fired back with its own lawsuit seeking $399 million.
The verdict, however, belonged to Apple, as the jury rejected all Samsung's claims against Apple. Jurors also decided against some of Apple's claims involving the two dozen Samsung devices at issue, declining to award the full $2.5 billion Apple demanded.
However, the jury found that several Samsung products illegally used such Apple creations as the "bounce-back" feature when a user scrolls to an end image, and the ability to zoom text with a tap of a finger.
As part of its lawsuit, Apple also demanded that Samsung pull its most popular cellphones and computer tablets from the U.S. market. A judge was expected to make that ruling at a later time.
After the verdicts were read, the judge sent the jury back to deliberate further on two inconsistencies involving about $2.5 million in damages awarded to Apple based on products jurors found didn't infringe Apple's patents. Those deliberations were continuing.
During closing arguments at the trial, Apple attorney Harold McElhinny claimed Samsung was having a "crisis of design" after the 2007 launch of the iPhone, and executives with the South Korean company were determined to illegally cash in on the success of the revolutionary device.
Samsung's lawyers countered that it was simply and legally giving consumers what they want: Smart phones with big screens. They said Samsung didn't violate any of Apple's patents and further alleged innovations claimed by Apple were actually created by other companies.
Samsung has emerged as one of Apple's biggest rivals and has overtaken Apple as the leading smartphone maker. Samsung's Galaxy line of phones run on Android, a mobile operating system that Google Inc. has given out for free to Samsung and other phone makers.
Samsung conceded that Apple makes great products but said it doesn't have a monopoly on the design of rectangle phones with rounded corners that it claimed it created.
Google entered the smartphone market while its then-CEO Eric Schmidt was on Apple's board, infuriating Apple co-founder Steve Jobs, who considered Android to be a blatant rip off of the iPhone's innovations.
After shoving Schmidt off Apple's board, Jobs vowed that Apple would resort to "thermonuclear war" to destroy Android and its allies.
The trial came after each side filed a blizzard of legal motions and refused advisories by U.S. District Judge Lucy Koh to settle the dispute out of court. Deliberations by the jury of seven men and two women began Wednesday.
Apple and Samsung combined account for more than half of global smartphone sales. Samsung has sold 22.7 million smartphones and tablets that Apple claimed uses its technology. McElhinny said those devices accounted for $8.16 billion in sales since June 2010.
From the beginning, legal experts and Wall Street analysts viewed Samsung as the underdog in the case. Apple's headquarters is a mere 10 miles from the San Jose courthouse, and jurors were picked from the heart of Silicon Valley where Jobs is a revered technological pioneer.
While the legal and technological issues were complex, patent expert Alexander I. Poltorak previously said the case would likely boil down to whether jurors believed Samsung's products look and feel almost identical to Apple's iPhone and iPad.
To overcome that challenge at trial, Samsung's lawyers argued that many of Apple's claims of innovation were either obvious concepts or ideas stolen from Sony Corp. and others. Experts called that line of argument a high-risk strategy because of Apple's reputation as an innovator.
Apple's lawyers argued there is almost no difference between Samsung products and those of Apple, and presented internal Samsung documents they said showed it copied Apple designs. Samsung lawyers insisted that several other companies and inventors had previously developed much of the Apple technology at issue.
The U.S. trial is just the latest skirmish between the two tech giants over product designs. Apple and Samsung have filed similar lawsuits in eight other countries, including South Korea, Germany, Japan, Italy, the Netherlands, Britain, France and Australia.
Samsung won a home court ruling earlier Friday in the global patent battle against Apple. Judges in Seoul said Samsung didn't copy the look and feel of the iPhone and ruled that Apple infringed on Samsung's wireless technology.
However, the judges also said Samsung violated Apple's technology behind the feature that causes a screen to bounce back when a user scrolls to an end image. Both sides were ordered to pay limited damages.
The Seoul ruling was a rare victory for Samsung in its arguments that Apple has infringed on its wireless technology patents. Samsung's claims have previously been shot down by courts in Europe, where judges have ruled that Samsung patents were part of industry standards that must be licensed under fair terms to competitors.
The U.S. case is one of some 50 lawsuits among myriad telecommunications companies jockeying for position in the burgeoning $219 billion market for computer tablets and smartphones.
