Police officer who faked U.S. citizenship gets 3 months in jail (Reuters)

ANCHORAGE, Alaska (Reuters) ? An illegal immigrant from Mexico who admitted faking U.S. citizenship while serving as an Anchorage police officer for six years was sentenced on Thursday to three months in prison.

Rafael Mora-Lopez, 47, who pleaded guilty in June to federal charges of passport fraud and falsely claiming to be a citizen, was also fined $10,000 and ordered placed on three years of supervised release after his jail term.

Mora-Lopez, who was known for two decades in Anchorage under the assumed name of Rafael Espinoza, was a local police officer from 2005 until he was arrested in April of this year.

The real Rafael Espinoza is a natural-born U.S. citizen who was a neighbor of Mora-Lopez's wife in Guadalajara in the 1980s.

According to court documents and Mora-Lopez's admissions, he claimed the birth date and Social Security number of the other man in a fraud that came to light when both men applied for passport renewals.

The revelation shocked fellow police officers, Anchorage Police Chief Mark Mew said at the time, because the man known as Rafael Espinoza was an exemplary officer who was popular with co-workers. Shortly before he was arrested, he had been formally commended for helping rescue a hypothermic hiker.

He had worked as a city bus driver before being hired by the police department.

Several of Mora-Lopez's former colleagues and friends wrote letters to the judge seeking leniency and expressing hope that he will be able to remain in the United States. Many attended the sentencing.

Whether he will be deported is a matter for federal immigration officials to decide, Assistant U.S. Attorney Tom Bradley said.

Mora-Lopez's wife is a naturalized citizen, but her status was granted on the basis of her husband's supposed citizenship, Bradley said. The two have a daughter who is a citizen, he added.

Giving an infected woman antibiotics or a prescription to take to her partner would help cut the chance that she catches the bug anew after she?s been treated, the American College of Obstetricians and Gynecologists (ACOG) said earlier this week in a statement.

The concept, known as ?expedited partner therapy,? has been backed for years by other medical associations as well as the U.S. Centers for Disease Control and Prevention (CDC).

Some doctors are already treating people this way, but it remains illegal in eight U.S. states and only ?potentially allowable? in 15 others, according to the CDC. In those states where doctors aren?t permitted to use expedited partner therapy, ACOG encourages them to advocate for it.

According to the group, whose statement appears in the journal Obstetrics Gynecology, there are some concerns about giving drugs to people who haven?t been examined by a doctor.

Those include not being able to make sure they know about side effects, such as diarrhea and rare allergic reactions, and possibly fueling the growth of drug-resistant bacteria in case they aren?t infected after all. Still, ACOG says those risks are outweighed by the benefits of potentially curbing STDs.

That assessment is echoed by Dr. Myron Cohen, who heads the division of infectious diseases at the University of North Carolina at Chapel Hill.

?To treat the infected person and not the partner creates an impossible situation,? Cohen, who is not affiliated with ACOG, told Reuters Health.

?From a social-justice point of view, doing nothing with the partner makes no sense.?

He acknowledged that you might end up giving antibiotics to healthy people, but added that the harms are minimal and that in most cases a short course of antibiotics won?t breed resistance.

?Over-treating has to be weighed against no partner management,? Cohen said.

?I think clearly over-treatment is better.? Chlamydia and gonorrhea are among the most common STDs.

The CDC estimates that there are 2.8 million chlamydia infections every year in the U.S., while more than 700,000 Americans get gonorrhea.

Some research has shown that expedited partner therapy may slash the number of re-infections, although one recent study at a university-based family planning clinic found no such effect.

Still, one Scottish study from last year showed that vouchers for free medication helped sexual partners of people treated for chlamydia get treatment too. In the U.S., Cohen said STD clinics give out antibiotics for free, and that this would likely also be the case when treating partners remotely.

The Orleans County Sheriff's Department says the homeowners weren't home when the truck driven by 35-year-old Russell Calkins of Albion crashed Thursday morning in Gaines, a rural town 30 miles west of Rochester.

Calkins apparently lost control of the truck, which crossed the center line, hit a stop sign, and continued moving until it crashed through a garage attached to the ranch home and ended up in the living room, according to NBC affiliate WHEC-TV.

Calkins was transported to a Rochester hospital for treatment.

Police say the truck was carrying 200 gallons of fresh water, some of which spilled out, and a separate load of 300 gallons of waste product, which didn't leak.

The home was declared uninhabitable after the crash, WHEC reported.

(AP) ? The triumph of Libyan rebels over the forces of long-time strongman Moammar Gadhafi offers vindication, at least for now, for President Barack Obama's decision to refrain from using U.S. troops on Libyan soil and to let NATO take the lead in degrading Gadhafi's military power. But there are still hazards for the White House.

How Libya moves from turmoil to stability presents a new challenge for Obama and could determine how the public views not only his foreign policy, but in some measure the economy as well.

Yet, the news for Obama on Monday could not have been better. The Libyan street was euphoric, Gadhafi was in hiding and the price of oil ? a contributor to dangerous economic lethargy ? was dropping.

"The Libyan intervention demonstrates what the international community can achieve when we stand together as one," Obama said at his vacation retreat in Martha's Vineyard.

Obama was careful to emphasize that uncertainty remained and that Gadhafi's regime could still pose a threat. What's more, it will take several months even under a stabilized Libya before its oil fields are producing enough crude to start exporting again. But any extra shipments could lower the price of gasoline, which has already come down from its peak in May.

Back in March, Obama gambled that the way to confront a potential civilian catastrophe in Libya was to build a coalition of NATO and Arab countries to use airpower ostensibly to protect Libyan citizens from a Gadhafi crackdown. But his intent was clear all along: Gadhafi had to go.

The Libyan leader was deemed a sponsor of terrorism, and his regime in 1986 was found responsible for bombing a Berlin discotheque frequented by U.S. troops. Three people died in the explosion. Two years later, a Libyan agent planted a bomb that blew up Pan Am Flight 103 over Lockerbie, Scotland.

Gadhafi's downfall follows the death of Osama bin Laden at the hands of U.S. special operations troops, a major achievement for the Obama administration and one that has solidified the president's standing with the public on his handling of terrorism.

But Gadhafi's removal has additional implications. A stabilized Libya would mean the country's oil production could go back online, potentially reducing the cost of oil, which spiked globally in February as the flow of oil from Libya dried to a trickle.

Time and again, the president has cited the uprisings in the Arab world and the increased cost of oil as "headwinds" that have imperiled the economic recovery.

Libya has the largest oil reserves in Africa. Before the uprising, it was the world's 12th largest exporter, delivering more than 1.5 million barrels per day mostly to European markets.

The news of the rebels' success was affecting Brent crude, which is used to price many international oil varieties, dropping 92 cents to $107.70 per barrel in London.

"If oil prices continue to head south, that's a real plus for the economy," said Mark Zandi, chief economist at Moody's Analytics. "We can take all the plusses we can get at this point."

So could Obama. While the president's overall approval with the public is above 40 percent in most polls, the number that approve of his handling of the economy dropped to a new low of 26 percent in a Gallup poll last week. By contrast, 53 percent approved of his handling of terrorism.

Still, the joy expressed in the streets of Tripoli Monday overshadowed two lingering questions: What's next, and could a more aggressive U.S. involvement have knocked Gadhafi from power much sooner.

In a statement issued late Sunday, Republican Sens. John McCain and Lindsey Graham said they regretted that "this success was so long in coming due to the failure of the United States to employ the full weight of our airpower."

"Ultimately, our intervention in Libya will be judged a success or failure based not on the collapse of the Qaddafi regime, but on the political order that emerges in its place," the two senators said.

Texas Gov. Rick Perry, a candidate for the Republican presidential nomination, expressed a similar view.

"The lasting impact of events in Libya will depend on ensuring rebel factions form a unified, civil government that guarantees personal freedoms, and builds a new relationship with the West where we are allies instead of adversaries," he said.

Former Obama adviser Robert Gibbs, who is assisting the president's re-election campaign, said the achievement was already evident.

"The American people will see this as a success because we didn't need to send troops in, didn't lose American lives and it involved others in the world who also had big interests in Libya's stability taking a bigger role," Gibbs said.

But the administration remains aware that today's successes could turn sour. Obama called on the rebel leadership to work toward a transition that "is peaceful, inclusive and just."

"True justice will not come from reprisals and violence," Obama said. "It will come from reconciliation and a Libya that allows its citizens to determine their own destiny."

Iran jails U.S. "hikers" as spies for 8 years (Reuters)

TEHRAN (Reuters) ? Two Americans held in Iran for more than two years have been convicted as spies and sentenced to eight years' jail, Iranian TV reported on Saturday, a verdict that will further strain already very poor relations with Washington.

Shane Bauer and Josh Fattal were arrested on July 31, 2009 near Iran's border with Iraq, along with a third American, Sarah Shourd, who was freed on $500,000 bail in September 2010 and returned home.

The trio, in their late 20s and early 30s, say they were hiking in the mountains of northern Iraq and, if they crossed the unmarked border into Iran, it was by mistake.

"In connection with illegal entry into Iranian territory each was given three years in jail and in connection with the charge of cooperating with American intelligence service, each was given five years in jail," a state TV website said, quoting what it called an informed judiciary source.

They have 20 days to appeal, it said.

The United States, which does not have diplomatic relations with Iran, said it was trying to confirm the report through the Swiss Protecting Power, which handles U.S. diplomatic interests with Tehran.

"We have repeatedly called for the release of Shane Bauer and Joshua Fattal, who have now been held in Iran's Evin prison for two years. Shane and Josh have been imprisoned too long, and it is time to reunite them with their families," State Department spokeswoman Victoria Nuland said in a statement.

HOPES OF CLEMENCY

The affair has heightened tensions between Tehran and Washington, which severed diplomatic ties after the storming of the U.S. embassy in the wake of the 1979 Islamic Revolution.

The verdict was announced as Russia launches a fresh attempt to find a diplomatic solution to a standoff over Tehran's nuclear program, which Washington says is aimed at making nuclear bombs, something Iran denies.

The boxer Muhammad Ali and pop singer Yusuf Islam, both Western converts to Islam, are among those who have called for the Americans' release.

A Facebook page called "Free the Hikers" brimmed with comments expressing shock and disgust with the reported ruling, and offering prayers for the jailed young men.

President Barack Obama has denied that the Americans, who were working in the Middle East when they decided to hike in the scenic mountains of Iraq, had any link to U.S. intelligence.

Bauer and Fattal, who share a cell in Tehran's notorious Evin jail, pleaded not guilty at a closed-door court hearing on February 6 and had been awaiting a verdict following another trial hearing on July 31.

Their lawyer, Masoud Shafiee, told Reuters he had not been informed of the verdict and declined to say whether he would appeal, pending official confirmation. "I don't know if this report is true or not, but this is not a light sentence," he said.

In Iran, espionage can carry the death penalty but Shafiee had hoped that at worst his clients would be convicted of illegal entry and might then be freed due to the two years they have already served.

Media had speculated that the pair could be freed as a goodwill gesture during the Muslim holy month of Ramadan which began on August 1. Hopes for their release were raised on August 6 when Foreign Minister Ali Akbar Salehi said he hoped the trial would "advance in a way that would lead to their freedom."

But Prosecutor General Gholamhossein Mohseni-Ejei, giving no hint of clemency, told reporters on Monday he had not heard of "rumors" that the men would be released during Ramadan.

It remains possible that Muslim clemency could be granted, as is traditional, at the end of the fasting month, which will be toward the end of next week.

(AP) ? A U.S. tourist detained in the presumed death of his travel companion had an insurance policy that covered the missing woman, a prosecutor said Wednesday.

Gary Giordano mentioned the travel insurance during questioning, but authorities haven't determined whether it is relevant to their investigation into the disappearance of 35-year-old Robyn Gardner, Solicitor General Taco Stein told The Associated Press.

The policy included both travelers, but it wasn't clear whether it covered Gardner's accidental death, Stein said. Nor was it clear who was the beneficiary.

"If you travel, you take out insurance. That's not an uncommon thing, to say the least," Stein said. "It all depends on what's in the policy."

Giordano, a 50-year-old businessman from Gaithersburg, Maryland, traveled to Aruba with Gardner on July 31 and reported her missing two days later, saying she disappeared while the two were snorkeling. He assisted the search but was detained at the airport as he tried to leave the country. Authorities said they had questions about his account of what happened.

A judge ruled Monday there is enough evidence to hold him for at least 16 more days on suspicion of involvement in Gardner's presumed death.

Aruban authorities plan an extensive search involving police, firefighters and possibly the military as investigators try to determine what happened to Gardner.

The search is expected to start later this week and would be centered around the southern part of the Dutch Caribbean island near where Gardner was reported missing. Police and firefighters searched an abandoned phosphate mine in the area but did not find any trace of her.

The FBI put out a missing person poster with three photographs of the 5-foot-4-inch blonde, including one showing a jungle-print design tattoo on her left shoulder. The poster urges anyone with information about Gardner to contact the FBI or the nearest U.S. embassy or consulate.

FBI Special Agent Richard Wolf has said the U.S. agency is conducting interviews and giving other assistance to Aruban authorities, who are taking the lead in the investigation.

Almost half of us are on a social network

Americans are social folks: 47 percent of us now say we belong to an online social network, compared to 26 percent in 2008.

This little snippet of data is joined by some other pretty interesting takes on Americans and social media, with an infographic put together by social media strategy firm Hasai, and shared by The Atlantic.

For example: What do New Jersey and North Dakota have in common? Not politics, for sure. They're the two states that have the highest numbers, in terms of friend requests on a site like Facebook (but South Dakota and Vermont are at the low end).

And, of the more than 149 million Facebook "active" users in the U.S., 70 percent log onto the site daily.

The firm points to Americans wanting "to be distracted from reality," noting "the more than 63 million active users of FarmVille (who) spend an average of 15 minutes a day pretending to run a farm.

"Over the course of a year, that's 5,475 minutes?? the equivalent of a full-time job for over two weeks!"

A group exhibition of contemporary photography from The People?s Republic of China, curated by Gu Zheng and A. D. Coleman, will run from August 2-25, 2011 in the Katherine E. Nash Gallery of the Regis Center for Art, University of Minnesota, 405 ? 21st Avenue South, Minneapolis.?The Opening Reception will be held Thur., Aug. 11, 5 to 7:30 p.m. Gallery hours are 11 a.m. to 6 p.m., Tues. through Sat. All events at the Regis Center for Art are free and open to the public.

China Insights: Unsettling Consequences brings together the work of seven photographers from mainland China: Chen Yuan Zhong, Hua Er, Jia Yu Chuan, Li Nan, Yang Yan Kang, Yu Haibo, and Zhang Xinmin.

Each has undertaken the creation of a long-term documentation of one or more aspects of Chinese culture that reflects something vital about China now ? whether that is something emerging or something vanishing. Collectively, these photographers have numerous publications, exhibitions, and awards to their credit, but until now little of their work has appeared outside mainland China.

Six of the seven ? Chen Yuan Zhong, Hua Er, Jia Yu Chuan, Yang Yan Kang, Yu Haibo, and Zhang Xinmin ? are based in Shenzhen. Just across the border from Hong Kong in southern China, Shenzhen was the first of the Special Economic Opportunity Zones established by China in the post-Mao era, as magnets for entrepreneurs and educated people in all fields.

In 1980 Shenzhen was a fishing and farming community with a population of roughly 20,000. Today it is a world-renowned center for printing and information technology among other industries. Shenzhen is a booming 21st-century metropolis.

The residents? average age is 30 years and the population exceeds 13 million people. As such, it serves as a microcosm revealing many of the dramatic cultural, political and demographics shifts in contemporary China.

The exhibition?s organizational structure moves from the rural scene to the metropolitan context, echoing developments in China today. While some of these photographers focus on aspects of life in their home city, others look at situations outside of Shenzhen.

Their themes include rural Catholicism, matrilineal culture in an agrarian setting, the population shift from country to city, prostitution, gender and identity, typologies of urban citizenry, and the emergence of a thriving pop music/club scene as an index of internationalization. The exhibition includes 150 photographs and is equally divided among the seven participating photographers.

Yang Yan Kang: Faith of a Village, is a freelance editorial and commercial photographer, Yang Yan Kang has pursued several long-term, self-funded projects.

These include studies of Tibetan life and the project excerpted here: a scrutiny of life in a small Catholic village in the Yellow River area of Shaanxi province of north China.

Yang has visited this area repeatedly over the past decade, familiarizing himself with the ways in which these people?s religious convictions ? presently tolerated, previously oppressed ? weave through their daily lives. Born in Guizhou province in 1954, Yang is a member of the French picture agency VU. In 2001 and 2002 he was named one of the ten best photographers in China by She Ying Zhi You magazine.

Hua Er: Mother to Daughter, is an independent anthropologist who has concentrated her attention on a matrilineal culture of long standing, a rare phenomenon in Chinese society.

Located in Lijiazui, a village situated between Tibet, Yunnan province, and Sichuan province in southwest China, this clan-based matriarchal social structure removes men from any direct involvement with their own children, shifting their familial roles to emphasis on their relationships as uncles to their sisters? children.

The marginalization of men and the empowerment of women are the main themes of Hua?s study. Hua supports herself as a freelance writer on assorted subjects.

Zhang Xinmin: Country to City, is about escaping from the drudgery of peasant life to the metropolis and the dream of China?s booming economy, and more about wht it represents as upward mobility has become increasingly possible, but undependable.

Zhang Xinmin, long-time staff photographer for a Shenzhen newspaper, has persistently tracked the transition of working-class Chinese, most of them former farmers and agricultural workers, revealing the details of their individual struggles for survival and success in this new environment. Born in 1952, Zhang is now Visual Supervisor for the Shekou News, a daily in Shenzhen, a position he assumed in 1994.

Chen Yuan Zhong: Young Pros, Oldest Profession, is about prostitution, once easily policed in the countryside, is has now become a fact of life in urban settings everywhere.

In a city like Shenzhen, where residence permits require legal employment, prostitutes, pimps and their customers play a risky age-old game of hide and seek with the authorities. Chen Yuan Zhong follows the trail of this illicit trade from the streets and the daily life of sex workers through police raids, the court system, prison, and efforts at rehabilitation.

Born in 1970, Chen is Picture Director for the Shenzhen Evening News. In 1998 he was selected for participation in the month-long Joop Swart Master Class at World Press Photo in Amsterdam, the Netherlands.

Jia Yu Chuan: Bending Gender, is about urbanization and how it has provided personal and social options not readily available in rural contexts, including the creation of such microcultures as the transvestite-transsexual community of Shenzhen that Jia sympathetically observes in this series. The pictures investigate his subjects? private lives, their process of self-transformation, and their self-presentation in public.

Born in Chongqing Municipality in 1961, Jia graduated from the Journalism Department of Wuhan University in 1999, and now works as a staff photographer for a Shenzhen newspaper group. He has won several national awards for news photography.

Li Nan: Urban Identities, concerns the social types in China?s cities. And like Neal Slavin, he seeks meaning in the ways that people present themselves publicly in groups.

In this series of formal, posed group portraits Li surveys clusters of city dwellers ? from chicken pluckers to Party officials, and from construction workers to opera singers ??consciously registering their appearances for posterity in his images.

Born in Jinan City, Shandong province in 1961, Li Nan is a staff photographer for the Dazhong Daily. He has won many awards both inside and outside China, including first prize in the Art category from World Press Photo in 1996.

Yu Haibo: Night Moves, features this staff photographer for the Shenzhen Economic Daily, who also pursues his own photographic interests when not on the job. In this suite of dramatic color images he explores the contemporary pop music scene in Shenzhen, with its rock musicians, club kids, mosh pits, and riotous environments ? an increasingly common feature of urban culture worldwide.

Born in Henan in 1962, Yu won the China Photojournalists? Golden Eye Prize and the second prize in the Arts and Entertainment category from the 2005 World Press Photo Awards in Amsterdam, the Netherlands.

Curator Gu Zheng was born in 1959, and is a photographer, critic, historian, curator, and educator. As an Associate Professor in the School of Journalism at Fudan University in Shanghai, he serves as Vice-Director of the university?s Research Center for Visual Culture.

Zheng has been in contact with American photography since the middle of the 1970s, when he resided in the U.S. A long-time friend of the historian of photography Beaumont Newhall, he studied under him at the University of Albuquerque in 1979. Gu has published numerous books of his own writings on photography, and in 2001 received the Chinese Photography Golden Figure Prize in Theory and Criticism.

In 2001 and 2003 he was honored with an Art Critic Awards from the Association of Chinese Literature and Art. Additionally, Gu has translated into Chinese many texts on photography, from classical to postmodern. He has curated several group exhibitions of Chinese photography for venues in China, South Korea, and the United States.

Curator A.D. Coleman is a prolific writer of photography history and criticism who has published widely since the 1960s. Born in 1943, he is based in New York City. During the 1960s and 1970s, Coleman was a regular columnist for the Village Voice, Popular Photography, The New York Times and Camera 35.

His books include The Grotesque in Photography (1977), Light Readings: A Photography Critic?s Writings (1979), Critical Focus: Photography in the International Community (1995) and The Digital Evolution: Photography in the Electronic Age, Essays, Lectures and Interviews, 1967-1997 (1998). Curatorial projects include Testimonies: Photography and Social Issues (Houston Fotofest International 1990) and SAGA: The Journey of Arno Rafael Minkkinen (FEP, 2005, co-curated with Todd Brandow). He received the first Art Critic?s Fellowship ever awarded in photography by the National Endowment for the Arts in 1976, and a major Hasselblad Foundation Grant in 1991. A Fulbright Senior Scholar in Sweden in 1994, he received the prestigious Kulturpreis der Deutschen Gesellschaft f?r Photographie (The Culture Award of the German Photographic Society) for 2002.
