A government buffeted by military and civil society (Comment)

The Congress' woes seem endless. No sooner had the party experienced a resounding rebuff in the recent assembly elections than it had to gird its loins to face a series of unprecedented challenges from the Chief of the Army Staff, Gen. V.K. Singh.

If the party and the government thought that the Supreme Court's obiter dicta on the age row involving the general had ended the matter, they were sadly mistaken because the army chief was not about to go quietly into the sunset. Evidently, he does not believe that the military, like children, should be seen and not heard.

So, he has turned on its head all the restraint of his predecessors, who maintained the British tradition of wearing a stiff upper lip. Whether or not Gen. Singh's garrulity is the result of the ubiquitous, 24x7 news channels, which weren't there during the time of the earlier army chiefs, the fact remains that the succession of "revelations" made by him - the offer of a bribe to him or about the obsolescence stalking the armed services in a letter to the prime minister - have shown up the government's seeming incapacity to govern - a charge which has haunted it ever since it let former telecom minister Andimuthu Raja run amok.

This impression may have gained ground because of the perception that neither Prime Minister Manmohan Singh nor Defence Minister A.K. Antony is the most assertive of men. If the age row had to be handled by the judiciary - just as it did with the telecom scandal - the bribery charge remained under wraps till Gen. Singh referred to it in a newspaper interview. A proactive government would have acted much earlier.

Similarly, it would not have been seen to have neglected defence preparedness despite the defence minister's warning in 2010 against the possibility of the country having to wage a two-front war against two nuclear-armed enemies.

The government as well as the general may now express outrage over the leakage of the letter. But where the ordinary citizen is concerned, the real outrage will be over the apparent erosion of the nation's military strength despite a 17 percent hike in the defence budget, especially in view of frequent reports about China's flaunting of muscles on the northeastern border.

The disclosures about a weakened army were all the more embarrassing when the BRICS Summit was being held in New Delhi and Chinese President Hu Jintao was in town. The pride of holding a major international event was marred by the disconcerting leaks even if the VIP guests were impressed by the vibrancy of the Indian media.

Needless to say, the revelations were a godsend for the opposition, especially the Bharatiya Janata Party (BJP), which has always projected itself as a champion of military strength and had unilaterally opted to showcase India's nuclear capability in 1998 as soon as it came to power at the centre. Now, all that it has said about the Congress' wimpishness has come true.

There is, therefore, little doubt that the Congress will be very much on the back foot in the coming weeks since nothing hurts a party more than the charge of having been negligent in matters of security. Being accused of corruption is bad enough. But to be remiss where the stiffening of the military muscle is concerned is an unpardonable offence in the eyes of the average person.

Not surprisingly, the government's inveterate adversary, civil society activists led by Anna Hazare, have lost no time in jumping into the fray by siding with the army chief. Earlier, they had decided to resume their anti-corruption agitation with the holding of a token fast in New Delhi and the launching of a jail bharo - fill the jails - campaign in August if no FIRs are filed against 14 union ministers who are corrupt in their view.

Evidently, Team Anna has not been deterred by their inability to organise a similar campaign after the Mumbai fiasco last December when Anna's rally failed to draw a crowd.

However, irrespective of whether the movement fizzles out this time as well, or whether there is a ceasefire between the government and General Singh following Antony's expression of confidence in the three service chiefs, the Congress and the government will continue to be buffeted by allegations of sleaze and slackness.

If the opposition hadn't been in such disarray - the BJP embroiled in factionalism, the regional parties cloistered in their local ghettos, the Left in a limbo - it would have been nearly impossible for the government to get off the mat. Even now, the Congress' seat share in parliament and voting percentage are bound to fall in the next general election unless there are visible signs of an increase in military preparedness and the passage of an effective Lokpal bill to check corruption.

Speaking Engagement at the CIA | A Writer's Life

This past Tuesday, I had the honor, along with fellow writers Kelli Owen and Livia Llewellyn, of speaking at the CIA Headquarters in Langley on the subject of fiction writing and publishing to the Agency?s writing group, Invisible Ink, as well as one of the women?s groups. ?As the first women writers ever to talk to the CIA, we drew a good turnout ? our talk went over time and was interspersed with some great questions from the agents. ?The CIA is not open to visitors, so I feel privileged to be counted among a small group of Presidents, foreign dignitaries, famous actors, and incredible writers who have been invited ?to Langley.

In addition to our talk, we were treated to lunch and shown around the compound. ?For security reasons, we could not take any pictures and I can?t discuss everything we saw in detail, but our contact Agent, Scott M. Earl Scruggs, Bluegrass Legend, Passes Away at 88


Earl Scruggs, a prolific bluegrass artist who popularized the three-finger method of banjo-picking that came to be known as "Scruggs style," has died.

"Earl Scruggs, the most important banjo player who ever lived, has passed on," Steve Martin tweeted after news broke that he'd passed. He was 88.

The North Carolina native, who died of natural causes yesterday, released at least 29 live and studio albums over the years. And he also wrote this:

Scruggs wrote the music and sang "The Ballad of Jed Clampett," aka The Beverly Hillbillies theme song, with Lester Flatt and singer Jerry Scoggins.

He won his first Grammy in 1969 for the instrumental "Foggy Mountain Breakdown" and followed up with his second in 2002 for a re-recording of it.

That version featured Martin on banjo, with Paul Shaffer, Leon Russell, Vince Gill, Albert Lee and Marty Stuart, on 2001's Earl Scruggs and Friends.

He received a Lifetime Achievement Grammy in 2008.

The real da Vinci code: Louvre unlocks last work

PARIS (AP) ? An intense and controversial restoration of the last great work by Leonardo da Vinci goes before the public Thursday at the Louvre Museum, revealing "The Virgin and Child with Saint Anne" in the full panoply of hues and detail painted by the Renaissance master 500 years ago.

The 18-month-long restoration of the painting that Leonardo labored on for 20 years until his death in 1519 will go a long way to raising "Saint Anne" to its place as one of the most influential Florentine paintings of its time and a step towards the high Renaissance of Michelangelo.

The cleaning has endowed the painting portraying the Virgin Mary with her mother Saint Anne and the infant Jesus with new life and luminosity. Dull, faded hues were transformed into vivid browns and lapis lazuli that had visitors awe-struck.

"It's unbelievable, so beautiful. Now you have that same feeling as when you enter Michelangelo's restored Sistine Chapel. Look at the blue!" one visitor, Odile Celier, 66, said Wednesday.

The exhibit brings together some 130 preparatory drawings and studies by Leonardo and his apprentices ? something curator Vincent Delieuvin likened to "a police investigation" ? tracing the painting's conception and revealing to experts today the entire development over the last 20 years of Leonardo's life.

Almost like detective work, the impressive display of sketch books and mathematical diagrams hold clues not just to unlocking the art behind the painting, but ? for the man who was more famous in his day as an engineer ? the years of scientific research that defined his work.

"The exhibit is a science workshop," Delieuvin said. "For Leonardo, art is founded on theoretical knowledge of nature and its functioning."

In one carnet spilling with mathematical sketches, we see how over several years he painstakingly studied light refracting from opaque objects. It decodes the technique that made Leonardo famous. The Saint Anne painting is a glowing example clearly seen in the blue opaque mantle with its almost imperceptible play on light and shadow.

The key to the hazy realism of the tree, too, with the subtle contrast of light in its leaves was cracked by infrared used during the restoration. To get this effect, Leonardo first painted the entire tree structure in full and only afterwards painted the foliage on top.

Another notebook astounds in its detailed analysis of water and air compression that shows the thinking that went into creating the sweeping blue and gray mountains rising up behind Saint Anne and child.

Like the novel "The da Vinci Code," the restoration of the master's last work has been accompanied by high-level intrigue worthy of a political thriller.

Seventeen years ago, the Louvre abandoned an attempt to clean the painting amid fears over how the solvents were affecting the sfumato, a painting technique that Leonardo mastered.

After the cleaning was eventually given the green light in 2009, two of France's top art experts ? Jean-Pierre Cuzin and Segolene Bergeon Langle ? resigned last year from the Louvre advisory committee responsible for the restoration, amid reports they were outraged that restorers were over-cleaning the work to a brightness Leonardo never intended.

The museum confirmed to The Associated Press last year's resignations but said it could give no further details on the events.

However, on seeing the final product, Bergeon Langle, France's national authority on art restoration, has partly buried the hatchet.

In an interview in the Louvre's in-house magazine, she said she has been reassured on some aspects that bothered her. But she also said she remained unhappy about other points of the restoration. She notably criticized the decision to remove a white patch on the body of the infant Jesus, which she said was painted by Leonardo himself.

Whether it was done by the Renaissance man we will never know, an artist who made only 18 works ? all unfinished.

Indeed, mystery still shrouds much of Leonardo's career.

A discovery restorers stumbled across during the cleaning of the Saint Anne painting points to another mystery, this one in Leonardo's hometown of Florence and linked to his missing masterpiece "The Battle of Anghiari" also known as "The Lost Leonardo."

After infrared photography was used to scan the Louvre work, the exhibit shows that two pictures were found that had been secretly hidden in the painting for hundreds of years.

One, drawn by a left-handed artist, is thought to be by Leonardo, who was himself left-handed.

It is a depiction of the hatchings on a horse's head, similar to that in the mural of "The Battle of Anghiari."

Curator Delieuvin would not speculate on the finding ? or another more dramatic discovery linked to the lost work revealed earlier this month in Florence.

There, researchers said they may have discovered traces of this lost mural by da Vinci by poking a probe through cracks in a 16th century fresco by Giorgio Vasari painted on the wall of the Palazzo Vecchio, one of the city's most famous buildings.

The research team leader Maurizio Seracini of the University of California said "The Battle of Anghiari" could be hidden behind the fresco done by Vasari years later.

Seracini said that Vasari, an admirer of the Renaissance, would never have destroyed a da Vinci work.

He pointed out a small but possibly telling clue: painted on a tiny flag in Vasari's fresco are the words "Cerca trova" ? Italian for "seek and you will find."

The Louvre exhibit, "Saint Anne, Leonardo da Vinci's Ultimate Masterpiece," runs from March 29 to June 25.

World News - Explosion feared as gas leaks from North Sea rig

A huge gas leak in the North Sea that has now shut down three platforms could take six months to seal. Gas has been leaking from one of the platforms -- owned by Total -- since Sunday. ITV's Scotland correspondent Debi Edward reports.

LONDON -- Experts who worked on the Deepwater Horizon disaster in the Gulf of Mexico have been called in to?halt the flow of natural gas from a rig in the North Sea.

All 238 workers were evacuated from?French oil group Total's Elgin platform, which is located?about 150 miles off the coast of Aberdeen, Scotland, after the leak was?detected on Sunday. An exclusion zone has also?been established around the site.


Total has said it may take six months to stem the flow of gas, according to Reuters.

ITV's Scotland correspondent Debi Edward reports.

Despite signs the economy is improving, a new poll finds Americans are still most worried about ? you guessed it ? the economy.

And when that?s not keeping us up at night, there?s a host of other pocketbook issues to fill our worried minds, the Gallup poll released Wednesday finds.

The poll, conducted in early March, found that 71 percent of Americans worry a great deal about the economy. That?s the same percentage as a year ago and shows that even a dropping unemployment rate and other signs of economic improvement are doing little to ease our concerns about the country?s economic future.

Gas prices, which currently?average around $3.90 a gallon, also topped the list of worries, with 65 percent of Americans saying they worry a great deal about pain at the pump.

In addition, 60 percent worry a great deal about the affordability and availability of health insurance, and 55 percent are worried about unemployment.

Other big picture economic issues also appear to be keeping us up at night, including federal spending, the budget deficit and Social Security.

Many more respondents said they worry a fair amount about these issues, leaving only a minority who said they weren?t concerned at all.

Economic issues appeared to be much more of a concern than other social and political issues such as environmental issues, illegal immigration, race relations or the possibility of another terrorist attack on U.S. soil.

The Cancer Care Nova Scotia event will be held Tuesday, April 3, from 7 p.m. to 8:30 p.m., in the Royal Bank Lecture Theatre of the Halifax Infirmary, 1796 Summer St., Halifax. It will also be available by video conference at 17 sites across the province.

The lecture series is designed to provide Nova Scotians with quality cancer information. The lecture will be presented by Tanya Hastings, patient services manager, Leukemia and Lymphoma Society of Canada.

"A diagnosis of leukemia, lymphoma, myeloma or myelodysplastic syndrome is difficult for patients and their families," said Ms Hastings. "Through funding blood cancer research, education and patient services, the Leukemia and Lymphoma Society of Canada is working to ease the journey for patients who are living with these cancers.

"During this lecture, I will talk about the support services available through our society and how patients, families and health professionals can access them."

Cancer Care Nova Scotia, a program of the Department of Health and Wellness, was created in 1998 to facilitate quality cancer prevention and care for Nova Scotians. It supports health professionals in providing patients with high quality care.

Its work with other organizations and its screening programs raise awareness about the importance of healthy lifestyles to reduce cancer risk, and educate Nova Scotians about available testing such as Pap tests for cervical cancer and Home Screening Kits for colon cancer. The goal is to find cancer earlier and treat it better.

Problems were found at all six state agencies that provide residential service to children and adults with an array of disabilities, mental illnesses or other issues that qualify them to receive specialized care by the state.

According to the report, a regulatory maze has complicated and in some cases constrained the state?s response to claims of abuse. At one agency, the police are summoned if ?there is reason to believe that a crime has been committed,? while another agency does so only if a potential felony has been committed. A third agency turns to law enforcement only if a local district attorney has ?indicated a prior interest,? the report said.

The Cuomo administration has expressed concern about issues identified in The Times and addressed by the report. Over the past year, the governor has forced the resignations of the commissioner of the Office for People With Developmental Disabilities and the top official at the State Commission on Quality of Care and Advocacy for Persons With Disabilities, and he has moved to fire 130 employees involved in accusations of serious episodes of abuse or neglect.

The administration has also taken a number of steps to shore up oversight and care of the developmentally disabled, putting in place new rules for drug testing and criminal background checks of staff members who work with the vulnerable.

?The draft report was the subject of a cabinet and press briefing in October, and we are currently working on a transformational reform plan based on the report that will be announced soon,? said Richard Bamberger, the governor?s communications director.

But some advocates and lawmakers have been frustrated with what they see as the slow pace of progress. Michael Carey, an advocate for the developmentally disabled whose son with autism died in state care in 2007, said he was concerned that the governor was waiting to address the issue until after legislative budget negotiations, which could make it more difficult to find money for new programs.

?It?s gross negligence that that report has not come out, and it?s beyond frustrating,? Mr. Carey said, adding, ?The reforms to date are baby steps towards monster problems.? And Senator Roy J. McDonald, the chairman of the State Senate?s mental health committee, sent a letter this month to the governor urging him to turn over the report ?so that we can begin working towards enacting long overdue protections and safeguards.?

The Times last year identified numerous problems with the state?s care for the developmentally disabled: only 5 percent of abuse accusations were forwarded to law enforcement, and employees who physically or sexually abused the disabled were often transferred among group homes instead of being fired.

Ten percent of deaths of the developmentally disabled in state care were listed in a state database as having occurring from unknown causes, suggesting widespread failures in efforts to determine why people die in state care.

At the same time, executives at some nonprofit organizations hired by the state to care for the disabled have been earning seven-figure annual compensation packages and taking a wide range of Medicaid-financed perks for themselves and their friends and families.

The state report, a 105-page document called ?The Measure of a Society: Protection of Vulnerable Persons in Residential Facilities Against Abuse and Neglect,? critiques the practices at six state agencies that oversee residential programs for vulnerable populations, at an annual cost of $17.9 billion. The report?s principal author was Clarence Sundram, who was hired by Mr. Cuomo a year ago as a special adviser on vulnerable people. Mr. Sundram had been named by Gov. Hugh L. Carey to lead the Commission on Quality of Care, and he ran the commission for two decades until he left amid a disagreement with the administration of Gov. George E. Pataki.

In his report, Mr. Sundram found inconsistent data about accusations of abuse and neglect at state-run facilities. Some agencies train their investigators; others do not. Evidentiary standards vary. And definitions of abuse or neglect vary depending upon which agency has oversight.

The report found that residential schools run by the Education Department did not track abuse claims, while the State Health Department had ?no reliable data? for accusations at its homes for mentally ill adults. At the large institutions overseen by the Office for People With Developmental Disabilities, the report found 119.68 abuse claims for every 100 beds.

The homes monitored by the Health Department have been a particular concern for a decade, since a series of articles in The Times in 2002 called attention to abuse there. Nonetheless, the report found, the department has few standards for investigating its homes: the agency?s regulations ?do not directly address an operator?s responsibility to investigate incidents or allegations of abuse,? the report concluded.

The Office of Children and Family Services also has few standards to determine when and how to investigate abuse accusations at some facilities. And the Education Department does little to oversee its programs for the disabled, which include two residential schools ? one for the deaf and one for the blind ? with a total of 200 beds, as well as educational programs at nonprofit residential schools serving 2,500 students.

The department does not require schools to have incident-reporting or investigation policies, and does not require abuse and neglect investigations, relying on the Office of Children and Family Services to conduct child-abuse inquiries.

The Education Department, which reports to the State Board of Regents and not to the governor, said the Sundram report highlighted ?the need for systemwide reform?

The department ?supports change that would enhance protections for vulnerable children and adults in residential settings across New York State and in out-of-state facilities,? said its spokesman, Tom Dunn.

The report recommended several changes to state laws and regulations in an effort to prevent and better respond to abuse of the vulnerable. But it continues to rely to a large extent on self-policing, which could be a point of criticism among advocates.

?These human services systems did not arrive overnight to the point at which they find themselves, nor will they get to a dramatically better level of performance immediately,? the report said. ?But there is a need to begin the process of reform with a sense of urgency.?

One proposed law would require the establishment of a 24-hour hot line to report abuse of adults in state care ? the state already has a child-abuse hot line ? as well as the creation of a single entity to review abuse accusations regardless of the agency involved. Another proposed law would bar people with convictions for violent felonies and sex crimes from jobs with state agencies, or with state-contracted nonprofits groups, that provide care for the vulnerable.

Because the current charge often filed against those accused of abuse ? endangering the welfare of an incompetent or physically disabled person ? is a misdemeanor, the report also proposes creating new offenses with tougher penalties to prosecute such crimes.

During arbitration proceedings against employees accused of abuse, a representative of the abused vulnerable person should also be present, the report suggests. And, the report says, the state should follow through with a promise to establish specific penalties for offenses by abusive employees, a concept that the Civil Service Employees Association agreed to during labor negotiations months ago.

Stillwater is honored for support to troops

No city in the nation does a better job than Stillwater of helping soldiers reintegrate into civilian life when they return from combat or helping their families when they are away.

The city has been awarded the 2011 Sea of Goodwill Award by Homeward Deployed, a Washington-based organization that recognizes communities for their efforts in supporting service members, veterans and those who serve in reserve units.

Representatives from Homeland Deployed made the presentation Thursday during a ceremony at the Washington County Historic Courthouse in Stillwater.

Stillwater was the national winner in the category for communities with between 10,000 and 99,999 people.

Hugo also was recognized Thursday as the honorable mention in the same category.

"We think it's time to recognize the extraordinary support local communities offer to veterans and their families around the country," said Gretchen Martens, Homeward Deployed's chief executive officer. "Their efforts in supporting service members, veterans and their families are greatly appreciated."

Stillwater and Hugo are Yellow Ribbon communities and involved in efforts to help families affected by deployment, said Mike Polehna, of the Washington County Parks Department, who is active in the yellow ribbon campaign.

In the past two years, volunteers have organized a pheasant hunt for returning soldiers and arranged for services such as plumbing and snow plowing.

"This is a celebration and thank you for all the people working to support the troops," he said.

Drowning killed Houston, but drugs took high toll

LOS ANGELES (AP) ? Drugs took many things from Whitney Houston ? her pristine voice, clean image and her career ? and coroner's officials revealed Thursday that cocaine also played a role in the Grammy winner's death in the bathtub of a luxury hotel nearly six weeks ago.

Houston drowned accidentally at the Beverly Hilton Hotel on Feb. 11, and autopsy results revealed heart disease and her recent and chronic cocaine use were contributing factors.

The results ended weeks of speculation about what killed the singer-actress at age 48 on the eve of the Grammy Awards and a planned comeback. Instead, Houston now joins the long list of entertainers who have died early with drugs at least partly to blame.

Coroner's officials did not reveal how much cocaine was found in Houston's system, but said there were signs of recent and chronic use. It was unclear whether she suffered a heart attack before drowning, Assistant Chief Coroner Ed Winter said.

"We are saddened to learn of the toxicology results, although we are glad to now have closure," Patricia Houston, the singer's sister-in-law and manager, said in a statement.

Houston's death the night before the Grammys altered the awards ceremony and brought back immediate memories of the singer in her better days, belting out hits and starring in the feature films such as "The Bodyguard" and "Waiting to Exhale." Years later, Houston's drug use had robbed her of her ability to hit high notes and left her once clean image tarnished.

"The biggest devil is me. I'm either my best friend or my worst enemy," Houston told ABC's Diane Sawyer in an infamous 2002 television interview with then-husband Bobby Brown by her side.

In 2009, after she had divorced Brown, she told Oprah Winfrey that her cocaine and marijuana use took over her life. Both drugs were found in Houston's system after she died, though the marijuana and several other prescription drugs played no role in her death, coroner's officials said.

"I had so much money and so much access to what I wanted," Houston told Winfrey. "I didn't think about the singing part anymore. I was looking for my young womanhood."

Houston's planned comeback after that interview didn't pan out, but she was taking another shot this year with her appearance in a remake of the film "Sparkle."

She stars as the mother of a family of girls who form a singing group and struggle with fame and addiction. She also sang for the film, delivering a soulful rendition of the gospel hymn "His Eye is on the Sparrow."

It is unclear what impact, if any, the autopsy results will have on the film, although untimely death has not been an impediment to the posthumous releases of other actors and entertainers. Heath Ledger's performance in "The Dark Knight" helped propel the film to blockbuster status and earned the actor a posthumous Oscar. He died of an accidental prescription drug overdose in January 2008, months before the film's release.

More recently, Amy Winehouse's duet "Body and Soul" with Tony Bennett earned them a Grammy Award, months after the singer died unexpectedly in London. An inquest determined she died from an accidental alcohol overdose.

A spokesman for Sony Pictures did not return an email message Thursday seeking comment on whether Houston's autopsy results would alter marketing of "Sparkle."

It will be a couple weeks before the exact amount of cocaine in Houston's system is released, officials said.

The drug has been known to cause damage to the heart and could have cause Houston's death, said Dr. Michael Fishbein, professor of pathology at the David Geffen School of Medicine at UCLA. He had no role in the investigation.

He said a likely scenario was that Houston's cocaine use interfered with the normal function of her heart.

"There's no reason to drown in a bathtub unless you're incapacitated," Fishbein said.

Houston's friend and collaborators said after her death that they didn't believe she was still abusing drugs, and she described as being a complete professional on the "Sparkle" set.

Houston, a sensation from her first, eponymous album in 1985, was one of the world's best-selling artists from the mid-1980s to the late 1990s, turning out such hits as "I Wanna Dance With Somebody," ''How Will I Know," ''The Greatest Love of All" and "I Will Always Love You."

She was buried last month in a New Jersey cemetery next to her father after an emotional four-hour funeral service that was attended by friends, family and superstars such as Oprah Winfrey, Tyler Perry, Alicia Keys, Mariah Carey, Mary J. Blige, Jennifer Hudson and Roberta Flack
