BARCELONA, Spain (AP) ? Struggling cell phone maker Nokia kicked off the world's largest mobile phone trade show Monday by unveiling a new low-cost Windows smartphone that operators could give away free to customers, and another aimed at snap-happy consumers demanding better photo quality.
Chief executive Stephen Elop told reporters at the Mobile World Congress in Barcelona that the new phones ? a low-price euro189 ($254) smartphone that runs on Windows software and a handset with a high-resolution 41 megapixel camera ? demonstrate "the actions necessary to improve the fortunes of Nokia."
"With great products for consumers, I think the rest will fall into place," Elop said.
In many countries, cell phone companies subsidize the sale of smartphones to customers who sign contracts. The low price of the new phone means their out-of-pocket costs would be low, even if they give the handset away.
But shares of Nokia Corp. closed down more than 6 percent at euro4.06 ($5.44) on the Helsinki Stock Exchange after the announcements, wiping out gains made Friday when investors had hoped the Finnish company would map out bolder plans to claw back market share.
Nokia has lost its once-dominant position in the global cell phone market, with handsets running on Google's Android software and iPhones from Apple enjoying booming popularity.
The Finnish company is attempting a comeback with smartphones using Microsoft's Windows software in what Elop has called a "war of ecosystems."
"We will accelerate our global reach with new mobile devices and services," Elop said.
Nokia launched its first Windows Phone in October, eight months after Elop announced a partnership with Microsoft Corp., in a major strategy shift for the firm. Nokia said it would gradually replace its old Symbian software in its smartphones with the Windows operating system.
Malik Saadi, an analyst at the London-based Informa Telecoms & Media, said the introduction of the budget Lumia 610 budget smartphone meant Nokia was closer to having entry-level smartphones equipped with Windows Phone 7 mobile software and that the company would "finally open innovation and differentiation in a market that was otherwise dominated by Android."
Neil Mawston, a London-based analyst for Strategy Analytics, said Nokia's new PureView 808 high-resolution camera phone was impressive ? but that markets were expecting more.
"Technologically it is 'wow' but they have integrated it into a Symbian phone which is viewed as, rightly or wrongly, yesterday's technology, whereas I think there was some expectation that it might be in a Windows phone which is tomorrow's technology," Mawston said.
The new phones were introduced less than three weeks after Nokia announced plans to stop assembling cell phones in Europe by the year-end as it shifts production to Asia and to cut another 4,000 jobs ? its latest attempts to cushion itself from stiff competition in the smartphone sector. The job cuts follow nearly 10,000 layoffs announced last year.
Once the bellwether of the industry, Nokia has lost its dominant position in the global mobile phone market, with Android phones and Apple's iPhones overtaking it in the growing smartphone segment. It's also been squeezed in the low-end by Asian manufacturers making cheaper phones, such as ZTE.
Nokia became the leading handset maker in 1998 and reached 40 per cent market share in 2008, but the company has gradually lost share since then ? falling to below 30 per cent last year.

Iran state TV says Oscar win victory over Israel
TEHRAN, Iran (AP) ? Iran trumpeted the Islamic Republic's first foreign film Oscar win Monday as a triumph over archfoe Israel ? even as audiences in Israel packed theaters to watch the movie that beat their country's entry at the Academy Awards.
The groundbreaking success of "A Separation," which tells the story of a failing marriage, was cast mostly in nationalist terms by Iranian authorities amid a mounting showdown between Israel and its Western allies over Tehran's disputed nuclear program.
Yet the high-profile attention by Iran's Islamic leadership also represents a rare stamp of approval on the country's movie industry, which collects awards and accolades worldwide but is often dismissed by hard-liners at home as dominated by Western-tainted liberals and political dissenters.
The Israeli film "Footnote" was in the competition against director Asghar Farhadi's movie, which explores troubles in Iranian society through the story of a marriage in collapse. Many Iranian hard-liners objected to the themes of domestic turmoil, gender inequality and the desire by many Iranians to leave the country.
But Farhadi, in his acceptance speech in Los Angeles, said he hoped the Oscar would raise awareness of Iran's artistic achievements and rich culture that has been "hidden under the heavy dust of politics."
Iranian cinema has reaped praise and prizes at international festivals such as Venice and Cannes for decades ? as part of an artistic tradition among Iranians that includes poetry, music and artwork that now command some of the highest prices in galleries in Dubai and elsewhere.
The government, while it highlights sporting achievements and technological leaps as a source of national pride, has often been dismissive of international cultural and entertainment awards.
Clampdowns by hard-liners in recent years ? particularly since the unrest after the disputed 2009 presidential elections ? have included artists and others, forcing some to flee the country or work underground. In January, a well-known independent film group in Tehran was ordered closed.
But Iranian state media used the Oscar-winning film to trumpet a success over Israel. The state TV broadcast said the award succeeded in "leaving behind" a film from the "Zionist regime," the phrase often used in Iran to describe Israel.
Israel has not ruled out military strikes against Iranian nuclear facilities, which the West fears could be used to develop weapons. Tehran says its nuclear program is for peaceful purposes like energy production and cancer treatment.
Javad Shamaghdari, head of Iran's Cinematic Agency, portrayed the Oscar decision as the "beginning of the collapse" of Israeli influence that "beats the drum of war" in the U.S.
In Israel, however, the film has been a hit despite the daily headlines in Israeli newspapers warning of the Iranian nuclear threat.
"It's very well acted, exceptionally well written and very moving," said Yair Raveh, film critic for Israel's leading entertainment magazine, Pnai Plus. "Ultimately you don't think about nuclear bombs or dictators threatening world peace. You see them driving cars and going to movies and they look exactly like us."
The local favorite was still Israel's Oscar contender, Joseph Cedar's "Footnote," a Talmudic scholar saga. But their interest in "A Separation" was piqued by the rare glimpse it offered into the living rooms of a country they regard as a threat to their very survival.
After a Sunday screening in Jerusalem, Rina Brick, 70, said she was surprised by the humaneness of the Iranian bureaucrats portrayed in the film. "Our image of how Iran works is less democratic than we see here," she said. "The judge, the police, everyone behaves as if they are in a Western country."
Farhadi said he thought the success of "A Separation" pleased some in the Iranian government and not others. "The Iranian government is not unanimous at all," he said.
It was the first Iranian film to win the award. The only other Iranian movie nominated was 1997's "Children of Heaven," which was defeated by the Italian movie "Life Is Beautiful."
"A Separation" tells the story of a couple heading for divorce and dealing with domestic troubles, including a young child and an aging parent. It portrays a husband who is protective of his father who is suffering from Alzheimer's. He is in conflict with his wife, who wishes to emigrate. Their daughter is torn between them.
Iranian TV did not broadcast the Academy Awards live, but many Iranians watched through satellite dishes, which are illegal but widely used. State TV later aired clips of Farhadi's acceptance speech.
Iranian artists and the public were delighted by the win.
Tahmineh Milani, director of the acclaimed 2005 film "Unwanted Woman," said the Oscar was a source of "national pride." She said the award "revived hope in the hearts of all Iranians" regardless of their professions.
Nima Behdadi Mehr, a cinema columnist in pro-reform Mardomsalari daily, believed the award "would
help Iranian cinema to come out of its isolation." He hoped President Mahmoud Ahmadinejad would grant Farhadi a "special prize" to draw further attention to Iran's film industry.
"I feel fresh air in my lungs. I watched the ceremony through satellite TV channels with four of my friends," said Erfan Khazaei, an art student in Azad University, as he watched the ceremonies that finished well after midnight in Iran. "Now we are more hopeful about the future."
But ultraconservatives denigrated the film as a slap at the country.
Ebrahim Fayyaz, a prominent hardline sociologist, told the Nasim news website that "A Separation" is one of the worst Iranian films.
He said it was a "black realistic film" that portrays the country as an old man, as a symbol of tradition and the past, afflicted with Alzheimer's. He said the movie suggests emigrating to the West as a solution.
"The West awards movies that are in the direction of their policies," he said.
Last month, Farhadi proposed that Iranian authorities allow a vote among artists about the fate of the House of Cinema, an independent film group that operated for 20 years before it was ordered closed by authorities in January.
Officials said it lacked the proper permits. Artists and others claimed it was a political decision because the group often took liberal stands contrary to government's cultural policies.
Iranian cinema has for years been one of the nation's main cultural exports, notably films of Abbas Kiarostami, Majid Majidi and Jafar Panahi. Panahi in 2011 was sentenced to a six-year house arrest and a 20-year ban on film-making after being convicted of "making propaganda" against Iran's ruling system.
Kiarostami's "Taste of Cherry," a story about a suicidal man seeking someone willing to bury him, won the 1997 Palme d'Or at Cannes. Majidi's Oscar-nominated "Children of Heaven" follows two impoverished siblings seeking new shoes.
In 2007, the Cannes jury prize went to the animated film "Persepolis," an adaptation of Iranian director Marjane Satrapi's graphic novels about growing up during the 1979 Islamic Revolution.

MPs, Jurists, Military Experts Urge UN Protection for Camp Ashraf ...
At a major event in London?s Queen Elizabeth II conference centre on Saturday, attended by 1,000 Anglo-Iranians, senior British jurists and MPs and US military experts called on the United Nations to intervene immediately to save the lives of 3,400 Iranian dissidents at Camp Ashraf and Camp Liberty in Iraq. They described Camp Liberty as a prison and called for the 400 Ashraf residents who recently relocated to Liberty to be immediately returned to Camp Ashraf or transferred to third countries by the UN.
Speakers at the conference included: David Amess MP (Con); Lord Clarke of Hampstead, former Labour Party Chairman; Dr. Matthew Offord MP (Con); myself; Lord King of West Bromwich (Lab); Gen. David Phillips (US), former Chief of Military Police and former Commander of all Police Operations in Iraq, which included the protection of Camp Ashraf; Col. Wes Martin (US), former Antiterrorism/Force Protection Officer of all Coalition forces in Iraq, and base Commander for Camp Ashraf; Professor Sara Chandler, Chair of the Law Society?s Human Rights Committee; Geoffrey Robertson QC, former President of the UN Special Court for Sierra Leone; Professor Guy Goodwin-Gill, distinguished Professor from Oxford and expert in refugee matters in international affairs; Christina Rees, member of the General Synod of the Church of England and Chair of Watch (Women and the Church); Martha Jean Baker, representing the Women?s International League for Peace and Freedom (WILPF); Malcolm Fowler, of the Law Society?s Human Rights Committee; Lady Corbett, wife of the late Lord Corbett of Castle Vale; and Dowlat Nowrouzi of the National Council of Resistance of Iran.
Conference chair David Amess MP said: ?Camp Liberty is nothing but a prison. It is not a refugee camp. There are armed police inside the camp threatening the residents. There are surveillance cameras and sound bugs installed all around the camp to spy on the residents. There is no water at the camp. There is no electricity. And there is no basic infrastructure. The residents were not allowed to inspect the site before going there.
?Despite all the residents? goodwill to go there to begin the process of having the UNHCR re-confirm their refugee status, there has been a systematic effort to lay blame for the appalling situation at Camp Liberty on the residents themselves. But we will not remain silent against such demonization?, Amess said.
Lord Clarke said: ?We demand to know who is behind the demonization of the camp residents. We plan to create an investigative committee to find out who okayed the infrastructure and conditions of the camp for the first 400 residents to be transferred. We will expose the motives of those who knew about the conditions of the camp but still approved the residents? transfer, not least because we had warned time and again that the relocation of Ashraf residents to Liberty without minimum assurances by the UN and US would lead to great dangers and could be misused by the mullahs? regime in Iran?.
Gen. Phillips described Camp Liberty as a ?horrid gulag? and ?concentration camp?, and he urged the UN and US to intervene to prevent further violations of the rights of the residents there.
Lord King said: ?We demand that the 400 residents at Camp Liberty are either immediately returned to Ashraf or transferred to third countries. But we will not accept their current worse-than-prison-like treatment. And we demand the immediate removal of all police, cameras and spying equipment from Liberty?.
Col. Wes Martin said that the truth at Camp Ashraf and Camp Liberty was being trampled upon for the sake of appeasing the Iranian regime.
Speaking for the Law Society, Sara Chandler said: ?The Law Society is committed to seeking the protection of the residents of Ashraf. We have seen the photos of [Camp] Liberty. It?s a prison camp. It can?t be called Liberty. It?s a concentration camp. An investigation needs to discover and expose what kind of decision-making took place to create this abomination. We need to know what the participation of the United Nations was in the setting up of this camp?.

Marlborough mayor participates in Community Reading Day
Mayor Arthur Vigeant was a special guest recently in Amy Gogan?s third-grade class at the Kane Elementary School in recognition of Community Reading Day.
Vigeant was on hand to read the students the story of ?Thunder Cake,? by Patricia Polacco, about a grandmother who soothes her granddaughter?s fears surrounding thunderstorms by making a ?thunder cake.?
?I was more than happy to participate in Community Reading Day,? Vigeant said. ?I think it?s beneficial for the students to see community leaders outside the classroom reinforcing the hard work being done by the teachers inside the classroom.?
In a surprise move, Vigeant also came prepared with his own homemade version of ?thunder cake? for the students to enjoy during their lunch break, following the recipe listed in the book. Although he was not on hand when the students ate the cake, he?s hoping that the diagnosis was nothing short of delicious.
?It was actually a lot of fun making it, so I hope they had a good time eating it,? Vigeant said.

Altona to acquire interest in Chinese coal exploration licences

Altona Energy has conditionally agreed to acquire a 95% indirect beneficial interest in two advanced coal exploration licences in the Xinjiang Uygur Autonomous Region of China.
The two licences are located in the southern part of the Xinjiang Autonomous Region in north western China and cover a combined area of 36 sq.km.
Total coal resource of the licences is estimated to be about 1.17 billion tonnes under Chinese standards and the coal is a marketable medium to high energy thermal coal.
Altona said that the consideration payable, excluding the option consideration, is about ?13m with payments conditional on the achievement of, and staged to reflect development and performance milestones.
The company has also signed a conditional placing agreement with institutional investors to raise ?1m to provide additional working capital.

The leak of the military documents shed light on civilian deaths, while the diplomatic cables sparked a firestorm within the State Department by disclosing the private remarks of heads of state and candid observations by senior U.S. officials.
The U.S. government slammed WikiLeaks, saying it threatened national security and even the lives of foreigners working with the military and U.S. embassies.
WikiLeaks supporters view the site as an important freedom of information source, a whistleblower that exposed wrongdoing, calling Manning as a political prisoner.

Clementi requested a new roommate on Sept. 21, 2010, the day after he became aware that he had been allegedly spied on two days earlier. Then, on the night of Sept. 22 he updated his Facebook status to, "Jumping off the gw bridge, sorry." His wallet and cellphone were found on the bridge.
Almost instantly after Clementi's death, media and pundits seized on the case as another example of a gay man being bullied to death ? this time using cyber techniques. Early reports falsely claimed that video of Clementi having sex was broadcast over the Internet for viewing by anyone.
